President Sauli Niinistö and President Xi Jinping published a Joint Action Plan on promoting a bilateral partnership between China and Finland during President Niinistö’s state visit to China.

The Joint Action Plan aims to make the cooperation between the countries more results-oriented and effective.

The Joint Action Plan presents the principal sectors of cooperation between the governments, business life, institutions and organisations, for which the cooperation partners in the two countries have formulated concrete objectives. The plan covers the years 2019–2023. 

The Joint Action Plan complements the Joint Declaration on a bilateral partnership between China and Finland, which was published during the Chinese President’s state visit to Finland in April 2017.

A decision about the Joint Action Plan was made at a meeting at prime ministerial level in June 2017.
